In a Letter dated the 30th of July, just received by W Boamston by direction of your Lordships, after acknowledging the receipt of My Letter of the 25th to him with the documents respecting Kidnapping and brothel and domestic bondage in Hong Kong required to complete the Return, it is stated that the Correspondence on the subject has been promised to Parliament and cannot be long delayed, but that the best replies will be included in the paper. He adds that if this cannot be done they will be presented in a subsequent Parliamentary paper.

I venture most respectfully to represent to your Lordships personally, that to publish the papers concluding with your Lordship's Despatch of May 20, 1880, would be open to observations made by your Lordship, capable of being interpreted as a censure on me and to the imputation of being wanting in respect toward the R' Hon'ble The Earl of Kimberley, H.M. Secretary of State for the Colonies.
